Impact assessment
This is the plain-language summary of PowPow's impact assessment on the safety and health of children and adolescents: the risks we see in the game, what we do to address each one, what remains to be done, and when we review it.
1. Why this document exists
PowPow is rated for ages 14 and up, and adolescents are likely to play it. Anyone offering a service like this must identify the risks to children and adolescents, state what they do to reduce those risks, monitor whether the measures work, and publish a summary in clear language (Lei 15.211/2025, art. 16; Decreto 12.880/2026, art. 47). The full assessment is shared with the authority upon its request.
2. What PowPow is and who plays
A free, real-time online game of little monsters at war, played in a browser, in apps for Android and iPhone, on Telegram, and on Discord. It has matches with bots and other players, filtered chat, optional voice chat with the squad, friends, clans, groups, rankings, a World to explore, and a coin store. We do not know the ages of most players because we ask only when a feature depends on their age. That is why we treat the audience as if it includes teenagers and, by mistake or because of a lie, children.
3. Identified risks
- Contact from strangers through chat, private conversations, voice chat, or the group.
- Grooming: an adult trying to gain a child's or adolescent's trust for abuse or exploitation.
- Scams: promises of items, coins, or money in exchange for a login code, data, or payment.
- Exposure of personal data in a nickname, a little monster's name, a clan, or a conversation.
- Spending without parents' or legal guardians' knowledge.
- Excessive screen time.
- Gambling-like mechanics: paid drawings, loot boxes, or bets between players.
- Bots and account farms, which fuel the trade of items for money outside the game and the scams associated with it.
4. What we do about each one
- Contact from strangers: private conversations only between friends; guests have no unrestricted chat or voice chat; voice chat is off by default and only available within the squad; players choose who can invite them to play (Settings → Interaction); blocking is available at any time.
- Grooming: a Report button with a dedicated reason; the conversation between the two accounts becomes evidence, kept for 6 months, and the accounts are blocked from each other; a person reviews it and, when appropriate, notifies the Polícia Federal through the Centro Nacional de Triagem de Notificações.
- Scams: chat blocks links, outside contact information, and requests for codes, and does not allow 6-digit numbers to be sent, to protect the login code; no one at PowPow asks for codes or money; scam reporting with evidence.
- Personal data: the filter blocks phone numbers, email addresses, network addresses, and links in chat and names; reporting of requests for personal data.
- Spending: purchases only through the stores, with their parental controls; Telegram Stars only for those over 18; nothing with a random outcome in the store; prices shown beforehand; refunds that remove only what the purchase provided.
- Screen time: in the World, loot has a daily cap, and after that cap is reached, battles give only XP, which removes the incentive to play nonstop; the daily time limit set by the parent or guardian is in preparation (section 5).
- Gambling: the store sells nothing with a random outcome; the gambling theme has been removed from the World; chat and names block gambling brands; betting, holding drawings, or raffling off items, coins, or accounts is prohibited under the Terms of Use.
- Bots and account farms: currently, coins and items cannot move from one account to another because coin transfers and trading between players are disabled, and loot in the World has a daily cap. Trading in the World, when available, will require a recognized device, an authenticator, and an older account, will be limited to those over 18, and will include bot indicators with time-limited penalties and review by a person.
This version of the game includes: a new-device login alert, with the "That wasn't me" button; an optional authenticator; and reported age, for which the most protective source prevails: an account for someone under 14 plays as a guest, an account for someone aged 14 to 17 plays without voice chat and with interaction protections locked, and only those over 18 can make purchases with Telegram Stars. Trading in the World, with bot indicators and time-limited penalties, will come in a later stage, only on platforms where it is enabled.
5. What is still missing and when we review
- Linking the teenager's account to their parent or guardian's account, with a daily time limit, purchase approval, and the list of adults they talk to: in preparation.
- Age signal from app stores in the app, so that the most protective source always applies: in preparation.
- We review this assessment at each new stage of the game and at least every 6 months, and we publish a summary of the revised version here.
